Bobbi Blair

Vice President of Centralized Services

As the VP of Centralized Services, Bobbi’s responsibilities with CareAll Home Health Care include oversight of billing, intake and Information Technology.

With more than 20 years in the home health care industry, Bobbi previously served as the Senior Vice President of Strategic Integration at CareSouth Home Health Services, Inc. and the Vice President of Technology Services.  Her successes include multiple system implementations, including HomeCare Homebase, for which she served as a member of the Advisory Board.

Bobbi also served as Information Technology Manager and Accounting Manager for an international firm with annual revenues in excess of $500 million.

Bobbi is married to Lee Blair and they have two children – Scott (20) and Rachel (17).  They reside in Murfreesboro, TN and enjoy darts and traveling.

Randy Forrest

Interim CEO/Government Relations Officer

Randy Forrest’s diverse responsibilities with CareAll are focused on his commitment to creating and implementing policies and procedures to achieve outstanding levels of compliance. Randy does so through collaboration and an ever-present sense of optimism and vision.

Randy began his healthcare career in 1979 as a financial auditor with the fiscal intermediary known now as Riverbend GBA, where he was responsible for managing financial audits for hospitals, nursing homes, home health agencies, comprehensive outpatient rehabilitation facilities, chain operations, and off-shore captive insurance companies.

After a number of years with a large hospital chain where he had Medicare and Medicaid reimbursement reporting responsibilities, Randy entered the home health industry in 1992 as a CFO.

In 1994, he founded a healthcare consulting company with the goal of providing accounting, cost reporting, federal and state reimbursement negotiation, and fund recapture services. In 2005, he co-founded a home health billing and consulting company and this experience continued to fuel his passion for the home health industry and its mission to provide quality healthcare to our nation’s senior citizens.

His broad base of experience helps him strike a healthy balance in advising clients to maximize financial results in their operations while doing so in an environment of compliance with federal, state and insurance company regulations.

A dedicated family man, Randy thoroughly enjoys his time with his grandchildren.

Lynn Forte Gottke

Vice President of Finance, Certified Public Accountant

A passion for partnering with others to make a difference for CareAll employees and patients is what drives Lynn Gottke. Lynn brings a well-rounded career in healthcare financial management to the senior management team at CareAll.

Lynn’s multi-year healthcare career has been focused in Tennessee, primarily, including Director of Accounting for Renal Advantage/National Renal in Franklin, Controller for Auxi Health Home Care in Brentwood,  Regional Controller with Gambro (renal dialysis) in Brentwood, Controller/CFO for Saint Thomas/Baptist Home Care in Nashville, Controller for Overlook Center (community mental health) in Knoxville, Accountant with St. Mary’s Medical Center also in Knoxville, Medicare Auditor for Blue Cross of Tennessee in Nashville, and in Florida, Senior Accountant with St. Joseph Hospital, Tampa.

Responsibilities with CareAll Home Health Care include financial statement oversight and review, cash management, accounts receivable and collections management and oversight. Lynn also oversees management and oversight of accounting, risk and insurance, payor contracting, and contract review.

Lynn is a graduate of the University of Tennessee, Knoxville, with B.S. in Accounting. Outside of work she enjoys spending time with her husband, two children, a large extended family and friends, football and basketball games, concerts, travel, exercise, and supporting various charities.

Amy Paschall, MSN, RN

Vice President of Clinical Operations

Being able to care for others is a gift, but being able to care for others in their homes is a blessing. That blessing is given to our CareAll employees every day by each of our patients.  Amy strives to instill in the CareAll employees the balance of CareAll’s core values to provide quality, compassionate healthcare.  Being a clinician in home health enables you to treat the whole patient and make a difference in the patients and caregivers’ lives.

Amy has been with CareAll Home Care Services for over 20 years beginning as RN field nurse, Director of Patient Services in the Union City location, Administrator in the West Tennessee locations, and currently serves as VP of Clinical Operations. Responsibilities include clinical and staffing productivity management and general operations of the agencies.

Amy graduated from the University of Tennessee at Martin in 1994 with a Bachelor of Science in Nursing and Regis University in May, 2011 with a Masters of Science in Nursing in Leadership in Health Care Systems. She serves as Heath Delegate for First United Methodist Church in Union City, TN and is a member of TAHC.

Amy is married to Kevin and they have three sons: Graham (18), Thomas (17), and Reese (11).  They reside in Union City, TN and enjoy St. Louis Cardinals baseball games and quick getaways to the sun and sand of Destin, Florida.

Tommy Dean, PT, DPT

Vice President of Therapy & Quality Operations

Tommy Dean is the VP of Therapy, Quality & Education Operations at CareAll Home Health Care. Tommy Graduated from Tennessee State University with a Doctor of Physical Therapy and has spent the majority of his career in Home Health. He is an active member of the American Physical Therapy Association and maintains an active role with the Home Health Section of the APTA. His involvement with the APTA has allowed him to stay up to date on the latest research and evolution of the Physical Therapy profession. Tommy also is an educator and speaks at National conferences to advocate for quality patient care and the promotion of the Home Health Care industry.

Tommy has served multiple capacities at CareAll Home Health Care including Administrator, Compliance committee and sub-committee member, as well as Education. Due to his extensive training and involvement with multiple professional organizations, Tommy has been able to implement an in depth training regimen and preceptor program for all Therapy team members. Due to his hands on training approach, he has comprised a team highly trained staff that are among the elite in their respective fields.

With a passion for Physical Therapy and quality patient care, the team at CareAll Home Health Care share in his vision to always “Make a Difference and not Just a Visit”.


Dorothy Smith, RN

Vice President of Compliance & Education

As the VP of Compliance for CareAll Home Health, Dorothy oversees the Corporate Compliance Program, functioning as an independent and objective body that reviews and evaluates compliance issues/concerns within the organization. Her position ensures the Board of Directors, management and employees are following the rules and regulations of regulatory agencies, that company policies are being followed, and that behavior in the organization meets the company’s Code and Standards of Conduct.

Dorothy began her health care career in 1987 working as a charge nurse in long term care. She found her home and heart in the home health industry in 1989 and has functioned in various roles to present to include Field nurse, Case manager, Director of Nursing, Administrator, and Nurse educator. This broad base of experience has equipped her with the tools she now uses to manage the Corporate Compliance department for CareAll. This department is comprised of several highly skilled, experienced, and dedicated clinicians that consistently review, audit, examine and scrutinize all aspects of the organization. The Compliance department and staff are dedicated to the highest level of compliance and showing CareAll to be an industry leader in this endeavor.

In 2015 Dorothy became certified in healthcare compliance through the prestigious HCCA, Health Care Compliance Association. HCCA was established in 1996 and is headquartered in Minneapolis. Their membership boasts over 10,900 members worldwide and include compliance officers and staff from a wide range of organizations, including hospitals, home health, research facilities, clinics, and technology service providers.

Achieving this certification has served to enhance the Compliance Department and its work.

Dorothy is married to Randy. They are the proud parents of three lovely grown daughters. They spend most of their free time enjoying their 7 grandchildren, church activities, playing with their pets and traveling to the beautiful beaches of southwest Florida.
